| Summary, etc. | This study’s major goal is to investigate how attitudes concerning AHTO affect the formulation of alcohol policies and their results. The first chapter defines the theoretical perspective of alcohol’ harm to others, the influence of hegemonic alcohol discourses (sobriety, disease and risk) on alcohol policies which ranging from prohibition to soft control. Emphasis is placed on reviewing evidence-based, effective alcohol control measures that reduce alcohol use and harm. The second part of the monograph consists of a comparison of the results of Standardized European alcohol surveys (2015 and 2020), determining what effect the tightened alcohol policy had on indicators of alcohol’ harm to others and on the public support towards alcohol policies after five years period in Lithuania. The third chapter of the monograph presents the research data of qualitative interviews with the actors of alcohol policy formation. The factors that have a fundamental influence on why alcohol’s harm to others is not among the main goals of alcohol policy in Lithuania are highlighted. The monograph ends with general conclusions and recommendations. |

| Summary, etc. | Monografijoje analizuojama alkoholio politikos vystymas. Pirmame skyriuje apibrėžiama alkoholio žalos kitiems nei geriantysis teorinė perspektyva, alkoholio hegemoninių diskursų (blaivybės, ligos ir rizikos) įtaka alkoholio politikai, varijuojančiai nuo prohibicijos iki švelnios kontrolės. Didelis dėmesys skiriamas mokslu grįstų veiksmingų alkoholio vartojimą ir žalą mažinančių alkoholio kontrolės priemonių apžvalgai. Antrąją monografijos dalį sudaro Europos standartizuotų tyrimų (2015 m. ir 2020 m.) rezultatų palyginimas, nustatant kokį poveikį sugriežtinta alkoholio politika padarė alkoholio žalos kitiems nei geriantysis rodikliams bei kokią politiką labiau linkę palaikyti gyventojai, praėjus penkeriems metams po griežtos alkoholio kontrolės politikos priemonių įgyvendinimo Lietuvoje. Trečiasis monografijos skyrius pristato kokybinių interviu su alkoholio politikos formavimo veikėjais tyrimo duomenis, išryškinat veiksnius, darančius esminę įtaką, kodėl Lietuvoje žala geriančiojo aplinkiniams nėra tarp pagrindinių alkoholio politikos tikslų. Monografiją užbaigia bendros išvados ir rekomendacijos. |
